Hurricanes Harvey and Irma have put increased pressure on the National Flood Insurance Program (“NFIP”), which was already under significant financial stress. This has brought the ongoing viability of the NFIP into the national conversation, and led to calls for reforms to the program. This presentation will consider how the NFIP came to its current state, recent attempts at reform, and new proposals for strengthening the program’s long-term viability. The unfolding impact of the 2017 storms and the ongoing debate in Congress will be described. Potential solutions to some of the NFIP’s difficulties, such private sector participation in the flood insurance market, and barriers thereto, will also be discussed, as well as developments in flood mitigation efforts and other proposed long-term solutions.
